Yes, you can fly with an action. The action is the firearm under US law so you must treat it as such. You must declare it, you must complete the "unloaded firearms" tag, and you must transport it in a locked hardcase. I don't know if the number is limited by the FAR or by each individual airline policy, but I've traveled with two on several occassions and not had a problem.

Does anyone know if someone can fly with just the action of a firearm?

I would imagine you would be able to fly with two, but I am not current with all of the rules and regulations about how many complete firearms you can fly with. Does this vary airline-to-airline?

the serialized components are the firearm, in serialized firearms, and must follow ALL the same laws as complete guns.
