can a savage 35 whelen bbl be turned down and rechambered to 358 winchester easily?

You'd have to cut 1/2" off the chamber end and then I'm not sure that you would have enought threads left to engage the barrel nut.

Measure the shank length on the outside and subtract 1/2" and see how much threads that you have left.

I don't think a Remington barrel will work because of the way the outside chamber area starts tapering away so fast. By the time you cut off a half inch, you're too far into the taper to rethread.

Also, Rem barrels on ebay that are in desirable calibers usually run up to 75.00. there's a 257 Roberts barrel on ebay now that is already 91.00. Go figure

And BTW, the only A&B barrel I own (35 Whelen)will shoot cloverleafs with Hornady 250 gr. roundnose bullets and IMR4064 or RE15 either one.
