or any smith that speciaoizes in 1903 MS

I know that all things foreign, including gunsmiths, are better than their domestic counterparts. I do not have a very fancy website like Deloreac & Deloreac, but I am very familiar with the M1903 Mannlicher Schoenauer and cannot think of anything related to the rifle/carbine, including rebarreling, I could not do for you. However, I am not too keen on cartridge conversions. I know the Brits used to do this, but it's a lot of work. The cost of switching cartridges would buy a heap of 6.5x54 brass and bullets.

Steve Nelson, a fellow ACGG member, is a whiz with Mannlichers. He even adapted the Mannlicher rotary magazine to a Mauser M98.
