Brother just got an SKS rifle and a case of ammo at a gun show.

What is the proper barrel break-in procedure ?

Except for perhaps a few extreme bench-rest guns or long-range target/varmint rifles, this "break-in" stuff is mostly a crock anyway! But with a rifle in the class of the SKS, you are not going to get hair-splitting accuracy no matter what you do, so just go to a safe place and shoot it all you want!
