Well, it certainly can't make the action stronger, being cut out out like that, but it doesn't affect normal function.

It does however affect the gas handling characteristics in a negative manner.

I have a FN and a Mark X(FN clone?) Mauser. Could someone please show me, or tell me where to go to see, a picture or diagram of the C-ring of these Mausers. Also could you do the same for a standard Mauser. It is my understanding that this 'double cut' was done for ease of manufacture and doesen't affect function or strength. Is this true? thanks, capt david

I believe most people's opinion is that the full "C" ring is stronger. That said, plenty of customs have been built from the FN receiver and I haven't heard that any failed due to lack of the "C" ring.
