Can a US resident sell and ship a hunting rifle to someone in Norway?

I got a guy interested in my 458, but he lives in Norway. Can I sell and ship it to him legally? Any special procedures required?

Yes, but it is not easy. The following is from the CPB website:

"For information on how to permanently or temporarily export a handgun, rifle, their parts or their ammunition from the United States, please contact the U.S. Department of State's Directorate of Defense Trade Controls (DDTC) or call (202) 663-1282. The permanent export of a handgun, rifle, parts, or ammunition requires the exporter to register with DDTC and to complete a permanent export license application via D-Trade. Temporary exports of handguns, rifles, parts, or ammunition may either require the submission of a temporary export license or to qualify for an application license exemption. Additional information can be obtained at the Dept. of State website."

They make it almost impossible for an individual to comply with all of their regulations.

Not knowing all the rules I agreed to sell a CZ550 in 416 Rigby to a guy in Iceland.

After looking into it I found that the only way to do the transfer was to have a licensed exported handle the transaction. IIRC it cost about $250 and took the better part of a year(paperwork). I lost my shorts on that deal!

I had a guy in Canada and another in Australia buy long guns from me and they (the buyers) dealt with Simpsons. All I did was take the money and send the rifles to Simpsons.

It's not a DIY project.
