Are these available anywhere?

I haven't seen them but Brownell's has allen head action screws available. Their part # for the blued ones is 084-272-701

I use the Allen head from Brownells; I would not use torx head even if I could get them. Another special tool.

I bought a box each from MSC. I do have to bevel the heads for use with Rem bottom metal. I love them.
