Hart makes and fits some of the best barrels what am!! My buddy in New Woodstock NY gets all of his barrel and trigger work done there.

I have a Rem. 700 in 7MM RUM that is sitting around collecting dust. Bought it on a whim, and now realize I have no real need for the caliber.
So, can anyone tell me if there is a 'smith within 150 miles of Albany, NY that can replace the barrel with one in .338 RUM. This, I can use. (bi-annual moose hunt) I would really like to avoid shipping it as I have already had a gun "lost" in shipping.

You might want to talk to Shilen about a pre-threaded and chambered barrel and then just take the barrel to a local gunsmith for installation and proper headspacing.

I don't meant to sound like a smart ass, but I have to ask why it is that you don't think that this gun is adequate for Moose. With the correct bullets your rifle is an outstanding Moose and Elk Rifle, and loaded down a bit is even a decent deer rifle. why waste money on a new barrel when what you have is more than adequate for the game you intend to take, so long as it is accurate.

I would think that the heaviest bullets available in Noz Partition would be more than adequate for Moose and also for any bear that you might encounter.
