I also refer to the CZ 550 Magnum action which I have at hand, about to be turned into a 375 RUM. My scales show this action to weigh 54 oz. It is the 375 H&H bolt face. I also refer to the Ruger Mark II Model 77 Magnum action I have at hand.
A list of some action weights in ounces:
Mauser Model 98 (standard): 45.2
Winchester Pre-64 Model 70: 45.5
Oberndorf Magnum Mauser : 54.0
CZ 550 Magnum : 54.0
BRNO ZKK 602 : 56.0
BBK-02 Magnum Mauser : 52.5
Ruger 77 (Old model short
magnum with alloy floor
Plate and trigger guard. The Mark II with steel trigger guard and alloy floor plate would bring the weight up a few ounces. I don't have one handy to weigh.) : 40.8
Ruger 77 Magnum Mark II
(without the forearm
recoil plate) : 52.5
(with recoil plate) : 57.0
A Ruger 77 MkII short magnum with steel floor plate, an opened up Mauser 98 (including the Whitworth MkX), and both Pre-64 and Classic Winchester M 70's would all be in the sub 48 oz. or 3 pounds range.
All the true magnum actions come out close to 3.5 lbs, close to 56 oz.
The stock material needed to house the true magnums is only a few ounces extra.
If you can build a 7 # 416 Remington on a Winchester Model 70, then you can build an 8 # 416 Rigby on a true magnum Mauser action. That is plenty light enough for either, sans scope and ammo.

Anything bigger would go in a double rifle or be relegated to the curio corner.
Of course, those with money to burn can do as they please in this regard. The only advantage I see to the Dakota action is its greater bolt diameter. However, I certainly don't need it since I would not consider using any case head bigger in diameter than the 416 Rigby/460 Weatherby.
A 500 Nitro Express 3" double rifle makes perfect sense to me, however.
