Anyone moded a Sako peep for a weaver or Tally base?

There are peeps for Sako, bases, as well as Weaver, and Talley, Talley being my all time favorite, Ihad several Sako peeps at one time. There is about any thing you want out there in the way of peep sights has been my experience, unless the work moded has tossed me curve ball...

I think the easier path is to modify a weaver base to fit the sako sight.

Yes modify the peep.

It has a front to back taper, but I was thinking of using the peep as an alternative if the scope fails so modifying the base is not an option

Buy a NECG peep to fit a weaver base .. just as good if not better (although it lacks the dual position feature)
