anybody heard of?
anyone heard of anyone making a bolt action AR upper reciever, would like to built a 20 tactical bolt action upper. All I can find is 50 BMG uppers

that's because a 20mm (army or airforce) is a destructive device, as it can't possibly be construed as a sporting firearm.

it would require special license (class 3?)

I don't think he meant or said 20mm. The 20 tactical is a 20 caliber cartridge on the 223 case. I have the reamer.
