Who makes the thumbhole stock for the Howa M1500 Stainless Varmint in .223Rem? I like that stock; it fits me really well.

I'm shooting from the hip here, but since Bell and Carlson makes the stocks for Weatherbys these days, it's probably one of theirs.

The Weatherby Vanguard as sold by WalMart, aka the Howa 1500, sports a Butler Creek stock FWIW.
