I have a Win 94 30-30 that has a problem. Load a cartridge into the magazine. When I work the lever it pulls the cartridge out of the mag about 3/4 of the way and releases it so that it does not get lifted up to the chamber. If I tilt the gun straight up and work the lever hard it will feed. What is the problem?

Something is not quite connecting here. Nothing grabs the round when it feed from the magazine. When the lever is dropped, the cartridge stop releases a round and the magazine spring pushes the follower which pushes the cartridge onto the lifter. If it's only coming out about 3/4s of the way, I'm thinking one, the magazine spring is at fault, or two, the cartridge stop is possibly binding in some way. It could be the lifter is starting to come up a bit too soon as well, but try this first. Remove the plug ay the front of the magazine and careully remove the spring. Tilt the gun so that you also remove the follower. Take a solvent soaked (Not dripping wet, but wet) patch and scrub out the magazine tube. Wipe off the follower as well and check for dings. I'm not sure I'd recommend stretching the magazine spring, but it shouldn't hurt if you don't go too far. If that doen't do the trick, I think it might be a timing problem. It's hard to diagnose a problem if the gun isn't in my hot little hands.
Anyway, I hope my ideas work for you.

I took the magazine off and cleaned. Now when I put one cartridge in the magazine and work the lever it chambers fine. If I put 2 in the magazine and work the lever one gets lifted and the other one comes out under the lift plate and makes the lever inoperable. I have to take the magazine off to get the cartridge out. Any ideas?

Sounds like your magazine stop is broken or worn off. It's a small tit at the front of the Link, or floor plate, if you will, of the action.
As the lever comes up this small tit rises to prevent the next cartridge from coming out. It can be seen here:
