I am afraid we only check the velocity of 5 rounds of each ammo.
We are unable to run a velocity check on all rounds fired, because if we did that we need to place the target at one specific place.
This is due to our Oehler chronograph having a relatively narrow window of measurement for velocity with this caliber.
So what we do is place 9 targets on the shooting boards for group shooting. If we tried to get velocity reading at them we would get many rounds not registering any speed.
But, I suspect that velocity variations are not the major cause of those fliers we are getting.
Sometimes I get a round that sounds louder, but still lands in the same group. On other occasions, a round makes much less of a crack, and lands much lower than the group.
I am not really sure what is causing all these fliers.

BiebsAs Bill mentioned earlier, regardless of whether the method of measurement is "right" or "wrong", provided it is consistent, then the "relative" accuracy of one load/rifle vs the others is what we're looking for anyway, and those comparisons should be fine.
