A few years ago we used Ryan with rdmpilot.com to fly us to POW. He provided the camping equipment so we did not have to bring much from IL. Also had rafts/motor available. We went 5/5 on bears, but were not too selective as far as size. If conditions were good, you might even be able to rent a boat in Ketchikan to get there yourself, but Clarence strait can be really nasty.

We killed some nice bears there. You can access most of the island via the road system. The biggest one we killed had skull that went 19 7/8".

The fishing is fabulous too.
