I found Selena travel offered both Ibex hunting and fishing although I have decided to hunt Ibex with a different operation.

Have you tried asking Can-Asia expeditions. They may be able to include a fishing trip with one of their ibex hunts. I've never been one for fishing, why not go with a Gobi ibex hunt and after you have collected your one or two ibex go hunt gazelles in the Gobi desert. There's two varieties of gazelles and I'm sure they'd be a lot more fun than fishing.
