I have a finnish Mod 91/94 that I sporterized. 22" bbl fiberglass stock. Will shoot 1 1/4 groups with factory Norma 150 grns ammo and 1" with 165 and 150 grain handloads.
I bought a case of the Wolf 200 grn stuff and groups are 4-6 inches...???
Is that stuff that bad or is the twist rate very slow and the the shorten bbl having that much of an impact.

Wolf ammo won't set any accuracy records but I suspect you are correct in your assumptions of the problem. My 91/30 rifle prefers 147 gr. ball whereas my Mosin carbines really light up with the heavier stuff. Whacking that rifle barrel to 22" probably didn't help matters, as far as heavier ball ammo goes.
I suspect your rifle just doesn't like the Wolf Ammo. The twist is fine for that bullet and the length of barrel doesn't matter.

LD100I agree, forget the Wolf ammo. You'll be much happier with handloads or almost any other commercial ammo. Avoid all DDR ammo, which you may still come up to, and all all steel-jacketed-bullet ammo. Having this said, there's nothing wrong with steel-jacketed bullets in themselves, if you can find them without being attached to any steel-cases with whatever-primers.

Heritage ArmsMike, I shoot Lapua out of my M39 with great results, better than that of Norma. Shoot up the Wolf ammo and try the Lapua you will be very happy.

Major CaliberI bought a case of LVE Russian 204gr softpoint about 8 years ago. It is very accurate, my Romainian carbine loves it, 3/4" group at 100yds.

Privi Partizan is very fine ammo for the 7.62x54R.
Bought two cases some years ago, still have a little. Shoots right around 1" at 100 yards with issue iron sights from my SKY 28/30.
Best thing is...it has standard LR boxer primers...at least mine does. Caution...the flash hole is smaller than standard .080", so you may find you need a smaller diameter decapping pin when reloading.
