Heck Phil that's not bad, only a couple of years.

Game departments are strapped for cash these days and using outside labs is not cheap. I know where I live they dropped doing the aging on black bears because they just can't afford it. They already had quite a few years of aging results and the stats were pretty consistent, so I guess they figured it was something they could drop and save a few bucks.
Things are getting so bad that game wardens have to drop patrolling for a period of time in order to save enough fuel credits in the budget to be out in full force during the rifle deer season or the opening week of walleye fishing.
Sadly, it is not going to get better. There are way too many negative forces impacting the ability to fund fish and game departments in many places, especially those with low population bases and vast areas to cover.
