Tac .20 case capacity

is it possible to get 32gns of any make of powder into a lapua Tac .20 case?

I loaded Ramshot Tac with 32 gr, cci 450 primer and nearly blew my cooper phoenix.

thanks, ive recently had a new rifle fail proof, i havnt been told exactly what damage has been done but it was loaded with 32gns of powder, i don't know what powder but i will find out. apparently that blew pretty bad.
