Have you tried turning the necks? this really helped my 280 AI with a pac nor barrel and did wonders for my 25-06 AI both are built on 700 actions
My 280 likes RL-22 also

Here are my c.o.l.
145 speer bt 3.32
139 sst 3.30
I found the 154 hornady fb to be abit longer 3.65
I don't know if you are familar with checking the col but this is the way that I like. I take the bullet and drop it into the chamber and tap it slightly so that it is just seated. Then I use a cut of cleaning brush so that I have a blunt flat end. I then screw this unto a cleaning rod. Very carefully I put the cleaning rod into the barrell until it rest on the bullet tip. Then taking a sharp pencil I rotate the cleaning rod holding the pencil against it creating a pencil mark. I then tap the bullet out. I then close the action and repeat the process. The two lines on the cleaning rod will get you very close to the col of that bullet and your rifle. You may have to go one way or the other to make it perfect.

The col for the 139 and 145 were given to me by the gun smith. Maybe if I checked it maybe they would be abet longer like the 154. I don't know.

FARMBOY9: THANKS FOR THAT METHOD. I HAVE NOT USED THAT WAY IN A WHILE. I DO NOT KNOW WHY I GOT AWAY FROM IT. IT SEEMS TO WORK CONSISTANTLY. I TRIED THAT METHOD OVER THE WEEKEND AND GOT TIGHTER GROUPS. I LOADED SOME 154 GR. INTERBONDS LAST NIGHT USING THE SAME METHOD. I BET THEY'LL SHOOT WELL.
THANKS FOR YOUR HELP

Like was said first thing I would check would be the bedding. If the barrel was set back it could need to be rebedded. I have found RL22 and a 140-145 gr bullet to be an excellent combination.
