Brian ClarkI believe it is no problem as long as you have your cites in order, I've have seen quite a few reports from hunter from niassa and seemed to be getting quite a few in the last few years.

retreeverDF the cites permit is either issued by Mozambique or you must get one from USF&W. They are time sensitive so I would get one after you return after safari.
To get answer just ask safari company, they will know who issues the cites.

Mike, it's actually both.
For leopard, one needs the CITES Export permit from the country hunted as well as the CITES Import permit from the USFWS. Good for 1 year from the date of issuance. On my two previous leopard imports, I've done as you suggested and obtained the import permit after returning home to the US. It takes about 4 to 6 weeks for processing making it just about right timing wise on getting the trophy shipped to the states anyway. Some guys get the import permit ahead of time, but it's not necessary, especially if the hunt is unsuccessful.
