I know very little about powders, reloading, etc.., but doesn't it seem logical that barrel length has to have an affect on the bullet if the powder is slow or fast burning? Wouldn't the ideal be that as the bullet exits the muzzle all the powder has completed burning ? If it happens to quickly the bullet will not take advantage of the full charge, and if it's too slow the powder will finish igniting outside of the barrel after the bullet has exited? Thanks for your patience.

Pag, that would be true if the powder completed burning outside the barrel. Except in maybe the slowest burning powders, I think you'll find that most powders burn completely in the first few inches of barrel. What makes a rifle barrel shoot faster than a shorter pistol barrel is the bullet is under pressure for a longer time and is accelerated a little faster.
