So we have a complicated 'bean bag' gun mated up with the propulsion of the 1960's gyrojet cartridge.

What's wrong with the low tech bean bag guns and/or rubber bullets that have been around for 30+ years?

Bean bag rounds failed because at close range they were deadly, in a very narrow mid range they worked ok , and at long range they had lost most of their energy so acted like a pingpong ball !
Rubber bullets work much better but can be used only under specific conditions and cops have to have something useful for multiple conditions .
