100% is the effect of bear hunting ban.
In 1989 bear population was also very big around 10000 bears. Since 2019 was nobody killed by a bear. Or maybe 1 case in 10-15 years.
After 6 years of non hunting the bears are not afraid anymore of peoples. And they start to kill.

In Sweden we have 3000-4000 bears in a much bigger country ~300 are shot a year, about 1 human killed/10years, a couple of less serious attacks /year, mostly during hunting.
