Hartmann & Weiss (They don't have a web page, but they are regarded as the best custom m98 specialists in the world. I believe Holland&Holland uses their actions in their highest end repeaters),

And in a way, I guess you could say that Sauer, Mauser, Blaser and etc. custom departments are also "custom makers"

There are specific traditional gunsmithing regions in both countries:
Ferlach in Austria an Suhl in Germany.
There are literally hundreds of exceptional custom builders in these areas, that most foreigners have never even heard about.
So if you type in google "suhler jagdwaffen" or "ferlach jagdwaffen", with enough patience you might find many more.
