There's a couple of companies organizing guided moose hunts in Norway, but I don't have any experience with them. A google search will come up with a few options.

Most moose hunting in Norway is done by the private land owners themself or by people who lease their areas.

Your best bet (at least price wise) is to know someone who can take you out. Many moose hunting "teams" allow guests to come along if you know someone. If you can make a swap hunt arrangement, a lot of hunters would be interested, I think.
