They'll try forever to create a safe bullet like the old pancake bullet but they'll never see success.The purpose of a bullet is to destroy not to be nice !

Hmmmmm ... explosive bullets. I just can't wait until one of them explodes in a bystander's body.

If memory serves, the ATF rules explosive bullets as Destructive Devices.
