Is that 3250 FPS from the book or from your chrony? That looks good.
Have only just started loading 243 this month.
having recently bought a Steyr Mannlicher 20"brl.
Had a pound of H4895 over from a different calibre.Fired these loads this afternoon.@100yards with10-15mph quartering wind.
75g Hornady H/pt

Fed Std Primers
OAL 2.620"(5 Thou off lands)
38g - 0.8"
38.5g - 0.45"
39g - 0.7" (listed max)
39.5g - 0.8"
40g - 1.0" (No signs adverse pressure)
N.B.Tried 38g load which was into rifling and this DID show pressure signs.
Will try match primer next and collet die.
Was very surprised as dont see H4895 listed much as an accurate powder in 243.

Very accurate load - I got 3/8 - 1/2 MOA groups with a Winchester 88. Sort cases by headstamp and adjusted charge by case capacity to bring to bottom of neck if a lot of cases differed from another.
This load was fun for making headshots on sparrows at 100 yards! (18X scope helped too).

To answer your question, 6 weeks after you asked it ( my apologies);
Yes that is off of my chronograph.
Work up to this load. While it is safe in all of my 243s, 44.5 grains is rough on primers. Also work up using Large Rifle primers. Mag primers are a little hotter as I understand it.
This worked out better for me than loads with H 4350 did.
