AtkinsonI agree with your post about99%, but I will add that the only time one gets into trouble with fillers is when he does not use enough of the stuff, that is what rings chambers...
I weigh my dacron for each load and I do tamp it lightly with a new unsharpened No. 2 pencil, that way it comes out as a plug when you shoot and I know I have enough dacron not to have an air gap...Example for my .470 N.E. I use 85 grs. or RL-15, 5 grs. of dacron and any 500 gr. jacketed bullet for great accuracy and uniform ignition..so as per your post a little tamping is a good thing not a bad thing, too little tamping is a bad thing...
You might get about 1000 to 2000 PSI with a filler, according to some article I once read by a very knowledgable writer...Not enough to worry about for a safe reloader....
