can the thomspon center encore handle this cartridge??

Mainer,
I don't know but you should try www.longrangehunting.com (I think) as they are into the long range stuff over there.
I'm not a handgunner by any stretch but do you realise that case needs 30+" of barrel in a rifle to burn efficiently?

I believe the CheyTac case was originally developed on the 505 Gibbs case, which I think is too big for the Encore.

No- The case is too big for the Encore. About the biggest case it will take is a 416.
