They quit making it because it didn't make a significant difference, and did serve to confuse the average shooter.
HE; I always hoped that was what we know, and love in the Army; High Explosive. Unfortunately, it wasn't that.

i bought 25 boxes of the stuff my hand loads were 2800-2880 depending upon what powder i was useing the federal HE loads were 2900 with a 180 partition

And that is the reason; 20 fps gain was not worth the logistics of making a separate product. I wouldn't buy factory ammo for that.
