15 degrees C is 59 degrees F. Hardly tropical temperatures. At 105 degrees F that 16 tons is MUCH higher if you are using Cordite.

Yes basically, for the cold climate loads. Since Cordite is incredibily temperature sensitive, tropical loads were developed for most of the Nitro express cartridges to reduce the potentially damaging effects of over-pressure from over-heated Cordite loaded cartridges. Typically, these tropical loads were 100 - 200 fps slower than the cold climate non-tropical loads. The other route taken was to use enormous cases ie 450 No 2 and 475 No 2, immediately come to mind.
