A CZ Custom Classic is ~$2700 as an initial starting point. What I am looking for is a really handy rifle that will do ~2200FPS with ~400gr (>.40) bullets that has FACTORY ammunition available. A Dakota, Howell, Hawk or similar variants are also options.

I'm wondering if I would be better off finding a used M-70 CRF in 300 Win Mag and putting it in a McMillan stock with a new ~20 inch barrel. This rifle will see rough service so, no fancy wood and it needs a very durable non-glare finish.

If I'm looking at a donor rifle, what are my better options in terms of starting caliber and action?

Am I better off trying a semi-custom CZ Classic Custom in 404 Jeffery?

I like the CZ, but if you are comfortable going the gunsmith route; the RUM ctg's are based on 404 Jef case. You could get the weight and balance you want for maybe less money. Maybe go stainless too.

My experience with the CZ custom shop is if you order a gun direct, not buy off the shelf, you can specify the bbl length and matt finish.

I think you are describing the Ruger Alaskan in .416Ruger caliber. Stainless 20" barrel and action, Hogue rubber coated stock. Very compact yet robust gun and caliber. Hornady has great and affordable ($50) factory ammunition.
Bought mine for $725 new from a friend with an FFL.

I have a cz safari classic in 404J. I am very happy with it. My normal hand load is a 400 gr woodleigh at 2185. 2200 would be a piece of cake. I have had to do no modifications to it, and it is completely reliable. The only thing that I don't like is the single set trigger. I don't like a set trigger on a DG rifle, so I had the trigger adjusted to fire at 31/2 lbs without setting it. I think the CZ safari classic is a fine rifle.
The buffalo that I shot with it may not agree.

In a thread in the medium bore forum, I learned of a CZ 550 in 9.3x62 with a kevlar stock and 20 inch barrel. Very tempting though I'm looking for something a little bigger. At 7 pounds, it should be easy to carry and fast to action with its low weight and short barrel.
