What is the best way to turn 416 Rigby brass into 450 Rigby brass?

Can I just neck it up or do I need to fire form it?

If I need to fire form it - what is a good load?

I've used 15 grains of Unique, fill the case to the neck with cream of wheat and put a dacron plug in the mouth to hold it all in place.
