In Germany it was known as the GAS bullet, and sometimes called the Action Safety Bullet.
It was originally designed to deflate a vehicle tire, as fast as possible. The round nosed cap ensured proper feeding in handguns and MP-5's.
When fired there was a small hole that went all the way throught the bullet, causing the plastic tip to come off the bullet when it left the barrel, so the sharp edges would "cookie" cut a plug out of the tire, causing it to go flat pretty quick.
It even cut through large radial tires real good.
The bullet weighed 86 grains and its velocity was up to 1400fps, depending on the gun it was fired in.
It was loaded by GECO.
Back in the early 1980's I shot a bunch if it. I carried it in a H&K P7, and a Browning High Power.
It shot through vehicle glass pretty good too.
