Now I notice that case ejection is being inhibited by the rear mount. Leupold says they haven't heard of a single instance of that on a Mod 70.
Instead of cases flying out the port, they CLANG, and then usually go just a couple of inches. On one occasion, the case bounced off the rear mount and fell back into the action!
(Wouldn't that be fun on a DG encounter?)

Anybody else know of a problem like this?
One suggestion was to grind off a corner of the rear mount.

I have the same mounts and gun( except in 416) and haven't had any problem. Check the extractor for any burrs and that it has a good grip on the brass. It may be letting go of the brass too soon.
Does it do it regardless of how hard or fast you work the bolt?
Several others here have the same gun and mount set-up so maybe someone can help.

Sometimes it ejects properly, sometimes it just falls out. At high speed, it's hard to see, but the noise and small dents tell me it's fighting its way out of there. A fired case seems to eject more smoothly - I think the added weight keeps the case down lower.
Ken - you're right. I do need a little more rearward travel for the scope.
I think I'll try Talley mounts.
Are those "Quick-Detach" style mounts & rings?
I see that Midsouth and D&R Sports don't advertise Talley mounts - any recommended sources? (Ooops - I just found the Talley website.)

I just talked with Bear Basin Outfitters, and they looked at the picture & said that's the way it's supposed to mount.
Unfortunately, the rings are now "used" (I still haven't fired this gun), and they can't take them back.
So now I have a choice:
1. Throw away the $60 and buy new Talley rings/bases for $125, and "hope" it's better.
Since other folks are using the Leupold bases with no problem, I am concerned that this rifle may be just as "unique" with Talley bases. Then I'm out another $125 without a solution.
2, Introduce the rear base to the grinder, and just live with stretching my neck a little to get to the proper eye relief.

I never had any problem out of the leupold QR setup but I didn't like the base overhanging the ejection port, it restricted access to it too much. Mine ejected empty cases just fine and loaded rounds okay too, but I didn't do a "full force" ejection when running my loaded rounds through the rifle so I can't say for sure whether mine would have done the same thing as yours had I really cranked them out.
I prefer the talley's because you get full access to the loading/ejection port. I don't like the overhanging base on a dangerous game rifle because it might inhibit reloading or clearing a jam. I've never noticed the point of impact shifting with either the leupold's or the talley's.
The problem with your setup is the rear extension base is for a normal M70 that does not have the short rear bridge. The extreme overhang is getting in the way of the cartridge, as the bolt goes back further that a normal M70, the bolt stop and ejector are shorter. Thus the interference.
Talley mounts are about the best for repeatability also, and are easier to take off and put back on than the Leupold with the post on the bottom of the rings.
