An interesting head stamp.....
I have a nickel-plated case, obviously a .38 Special.....but the head stamp has me puzzled.

It reads "WRA spl tool".

I assume the "WRA" is Winchester Repeating Arms,
but what would the "spl tool" mean? Possibly a round for a "Ramset" type tool? [Confused]

I had several tool cartridges in my handgun ammo before I sold it off, including two in this headstamp with different colored wads (different levels of power, most likely). I'm not familiar with a "Ramset" tool, but there have been a variety of tools which used blanks of various strengths / sizes to drive separate or attached fasteners. The neatest one I had was a .45 LC with a 3" hardened concrete nail as the projectile. Nasty looking thing!
