Can you tell me what these are

A friend has these and don't know what they are. A shotgun primer will fit in them and fire in a 12 guage shotgun.

is it some type of a sub chamber for the 12 ga ? Otherwise - beats me....

I would bet they are components for the new 12 ga minishells, maybe even primer-only blanks for minishell training:
