One minute the cop is talking to some kids about wearing their seat belts. The next minute, he is running to the sound of the shots with a rifle. Outstanding behavior, he is not waiting for help, he is not hesitating, he is running to put a stop to it.
My wife and I were guessing nearly the full length of the Outlet, front to back. I can appreciate that he mentioned he was moving as fast as he could, but was out of breath and not moving that fast. Not knowing exactly where the shooter was, I can also appreciate his concern and caution. He did everything right in my opinion.
I heard from an ex-LEO who told me (and I can't confirm that) but he said the officer hit the shooter smack in the forehead with the first volley. Good for him.
