Mike MitchellMacabre topic but...Anybody that's hunted enough knows bullets do unpredictable things. It does seem odd that a 30.06 wouldn't have exited but it was a couple of hundred yards and it must have been a soft-point or ballistic tip?
I shot a white-tail buck once through the neck with a .243 100 grain soft-point a few inches below his ear from about 80 yards because it was all I could see. The round entered and then turned and went straight down his neck and exited between his two front legs.

The sentencing should be cold and severe, but the why should also be thoroughly investigated and corrected.
