In some ways the CIA is like Trump. They maintain plausible denial. The don't claim success or failure. If it looks like they were involved they spin it with disinformation. When you believe something about the CIA you never know whether it's fiction or real.
The difference with Trump is he spins failure to success, and he blame shifts, and he will steal credit for success and proclaim it his success when someone else did it. If you believe something positive about Trump, most likely it's fiction.
