Cash taxes were imposed on people whose wealth was in land and cattle.
Many had to sell out to pay their taxes. This is naked asset-stripping.

Also how Proposition 13 came about. Retired guys were being taxed at a time when they were living on fixed incomes on property they'd paid off decades prior.
