I know words, and what they mean isn't your strong suit (assuming for the sake of argument you have one) but something is "criminal" when it breaks a duly-enacted Law, which is kind of the opposite of what is happening here, which is following a duly-enacted Law. Yes, it sucks that these vets didn't know they weren't eligible for both payments but the VA really doesn't have the option of not following the Law passed by Congress. It was a Democrat, Reuben Gallego, who introduced a Bill that would change this Law, which you can see Here, but Democrats don't control what gets scheduled for a vote in the House, Moses Johnson does, so perhaps you should vent your spleen his direction.
