This after the 6 Jun, 2016 decrease in the additional handling charge size of package from 60 inches to 48 inches.

pretty much tacking on the additional $10.50 charge on the shipping of any rifle...

Effective June 6, 2016, UPS is changing the measurement that determines whether the UPS Additional Handling charge will be applied to UPS® Ground services packages in the U.S. The updated 2016 UPS Rate and Service Guide will be available to download on June 6, 2016.

Any package with the longest side exceeding 48 inches, instead of 60 inches, will be assessed the fee.*
The Additional Handling fee of $10.50 remains the same.
The change does not impact UPS Air or International shipments.

This change is being implemented due to the additional handling required for these types of packages in the UPS network.

* The rule that the Additional Handling charge will apply where a package’s second longest side exceeds 30 inches in length is not changing.

there's a very simple fix for those thieving bastards: USPS.

Just send them a polite Email letting them know you are sorry, but due to the new pricing structure and size restrictions you will no longer be able to afford their services.

Long guns may be sent via USPS mail, even by non-FFL holders.

Unlike with common carriers, you are not required to disclose that you are shipping a firearm.

Pack the item so that it does not shift at all.
Insure the item for full replacement cost.
Send it via Registered Mail and tracking so that there is a signature from every USPS employee who handles it.

Print out the pages from the Domestic Mail Guide; if you cannot keep your mouth shut and reveal that you are shipping a long gun, show them to the clerk if challenged. If they still won't accept it, speak to the Postmaster there.

One additional bit of info: While registered mail has an additional fee, the insurance of registered mail is very low due to the added security. For higher-end firearms, the insurance savings (as compared to priority mail) more than pays for the service.
