Regardless, there is not much new under the sun. Sounds like the soviets are getting a bit desperate. Good; as long as Vlad doesn't get nuke crazy. + it would be crazy to irradiate the wheat fields + oil supplies, which is his only reason for wanting them (other than old-fashioned control).
