Wildlife ArtistI do not know what a export permit for a bear is but import permits for CITES are $100 and the other that he is charging for is a USFISH&WILDLIFE Import and Export license that permits people to Import and export. The import export license is a yearly license and it is $100 the first year and can be renewed after that for $50. So like I said I'm not sure about a CITES permit to export a bear but this is just a guess as it may be correct. Now He may be charging you the other 100 to pay for his Import Export license which he don't have to have it just for your bear he can use this same license for other peoples import and export trophys.
The time limit thing smells wrong unless he has already had the permit for awhile. A CITES permit is good for a year if not more.
Best wishes and hope things work out ok for you.
