It depends on what you are used to..

I am sure I can cycle a bolt gun, under recoil, and get back on target, just as fast or faster than I can a lever gun.

Remember when the GErmans thought that they were under "fire form multiple machine gun enplacements" and it turned out to be soldiers with bolt action Lee Enfields?

A lever gun has only two movements... down and up.

A bolt gun has four... up, back, forward, down (then reposition the trigger finger)

Lever is faster, since the hand only moves in two directions, whereas the bolt action hand changes direction four times cycling the bolt.

Granted, someone can learn to be quite fast with either, but a lever is faster. ~~~Suluuq

But since both of the cartridges stated offer substantial recoil the recovery from recoil time could be the most important factor since it could very well be longer than the cycling time of either action.
