I would love to find a cull/meat hunt for a gemsbok or scimitar, preferably here in TX somewhere. Any help would be appreciated.

Try Mike Odell at Wendy Lou Ranch near Dublin. I shot a very tasty broken- horned eland cow with him. Best meat I ever hunted in the US.
