Am I looking at the map correctly? It looks like Area 79 runs from Teton area down towards Rawlins?

area 79 is a small area between teton park and jackson

I did not see the 79 attached to that small area and wrongly assumed it applied to the whole area where it was shown, which is wide open from there down towards Rawlins. I see my mistake now, thank you for your pointing this out, w/o feeling the need to suggest I lay off the crack pipe, which is what I got on another forum.
