In Illinois or Wisconsin is the use of a .54-caliber Shiloh Sharps Model 1863 breech-loading cap lock rifle legally permitted for deer and/or black bear hunting?

Not in Illinois.

Additional Muzzleloading Regulations • A muzzleloading firearm is defined as a
firearm that is incapable of being loaded
from the breech end.

Only other legal firearms are shotgun and handgun.
